Dr Stephen Commins is an expert in urban and regional development, with an emphasis on service delivery and governance in fragile states. Steve was one of the co-authors of the World Bank’s World Development Report 2004, Making Services Work for Poor People, and offered advisory services on their Development Report 2015 (Behaviour, Mind & Society), and 2017 (Governance and the Law). Steve has led numerous projects and initiatives related to livelihoods, service-delivery and political reform in post-conflict countries for ODI, the Institute of Development Studies/Sussex and the Sustainable Development Policy Institute amongst other clients. At UCLA, Dr. Commins teaches courses in regional and international development, and the role of Non-Governmental Organisations.
